Eligibility Criteria：
- Residing in a subdivided unit in Yau Tsim Mong District;
- Having at least one household member who is a Hong Kong resident; and
- The applicant/household meets one of the following income criteria：
- Currently receiving Comprehensive Social Security Assistance (CSSA), or has received it within three months prior to application.
- Currently receiving Old Age Living Allowance, or has received it within three months prior to application.
- Received the Working Family Allowance within 12 months prior to application.
- Currently receiving student financial assistance or fee remission under the Kindergarten and Child-care Centre Fee Remission Scheme, or has received either in the school year prior to application.
- Not receiving any of the above benefits, with a monthly household income at or below 75% of the Median Monthly Domestic Household Income in Hong Kong.

- Services will be suspended during Typhoon Signal No. 8 or above / Black Rainstorm Warning
