Small Group Homes
Objectives:
The aim of Small Group Homes is to provide care in a home-like environment for children until they can return to their families or a long-term alternative living arrangement is achieved. The objectives of Small Group Homes are:
    • To provide substitute care for children in a stable and safe home-like living environment for a limited period of time, as specified by the individual welfare plan and subject to review on a regular basis.
    • To protect and promote the health and welfare of children and nurture their overall growth and development, including their physical, social emotional and intellectual needs.
    • To encourage the development of potential, responsibility, self-esteem and self-care amongst children in care.
Target Group of Small Group Home:
  • Children aged 4-18 years of age who cannot be adequately cared by their families.
Target Group of Emergency/Short-term Care in Small Group Home Service:
  • Boy aged 4-12 years of age; Girl aged 4-18 years of age.
Target Group of Integrated Small Group Home:
  • Mildly mentally handicapped child aged 6-18. Children are usually full-time students at time of admission.

Foster Care Service

The aim of the Foster Care Service is to provide transitional family care for children whose parents cannot adequately take care of them due to family problems or crisis, so that they can continue to enjoy a safe and stable family life until they can reunite with their families, join an adoptive family or live independently. The objectives of Foster Care Service are:

    • To provide substitute care for children in a stable and safe family living environment for a limited period of time, as specified by the individual welfare plan and subject to review on a regular basis.
    • To protect and promote the health and welfare of children and nurture their overall growth and development, including their physical, social, emotional and intellectual needs.
    • To encourage the development of potential, responsibility, self-esteem and self-care of the children in care.
Target Group of Services:
  • The target group is children under 18 years of age who cannot be adequately cared for by their families. This may include slow-learners or children of limited intelligence, children with mild behavioural or emotional problems, or children who experience minor health problems and have been medically assessed as fit for care in an ordinary family setting.
Service Content:
  • To choose and match suitable foster families for the children.
  • To provide supervision and support to foster families.
  • To provide regular visit for the children, promote and carry out their long-term welfare plans.
  • To provide follow-up and support services for the children when they leave foster home.
