The Community Chest of Hong Kong – Medical Assistance Fund – Soar 2 Light

Introduction

Youths are facing different challenges in life today, and their physical and psychological conditions will also be more susceptible to stress when undergoing rapid changes in their development stage. With the support of the Community Chest Medical Assistance Fund, the Hong Kong Children and Youth Services is launching a three-year project called “Soar 2 Light” to provide financial assistance to youth with suspected mental illness in deprived families for receiving psychiatric assessment and treatment, as well as counselling services for early intervention and referral to Hospital Authority or other social services if needed.

Project Period: 2022 April – 2025 March
Target Group of Services: Aged 9 – 24 years old, from low-income families who are emotionally disturbed
Service District: Kowloon City, Kwun Tong, Wong Tai Sin, Sai Kung, North District, Tai Po, Tsuen Wan, Yuen Long & Tin Shui Wai
Service Content: To provide financial subsidies to youth in need for psychiatric treatment and counselling services
Amount of subsidy: $8,000 or $12,000 (Depends on family income & assets)

Assessment Citeria:
  • Applicants must be Hong Kong residents and live in Hong Kong
  • Applicants suspected of being emotionally or mentally ill
  • Applicant's family:
    • is receiving the "Comprehensive Social Security Assistance Scheme" or
    • Families with monthly income of MMDHI of 65% or 80%

  • The applicant submits the application and is referred by a registered social worker
  • After the application is successfully approved, the Project in charge will interview with the applicant and match medical services
  • The Project in charge will assist applicants to make an appointment with a psychiatrist for assessment and treatment
  • Encourages applicants or their parents to participate in youth center activities
  • The Project in charge will conduct two interviews with the applicants (mid-term and evaluation reviews)
